Command "commitlint" not found

来源：4-2 将项目列表页面JS改造成TS，增强类型，减少Bug

之前用VScode提交有问题，后来用webstorm改了commit.config.js，提交成功了两次。
到这节提交的时候不知为何又报错了。

yarn run v1.22.15
error Command “commitlint” not found.
